The Policy Strategy and Research Organization (PSRO)
PSRO is an independent, forward-looking policy and research institution established to bridge the critical knowledge, policy, and capacity gaps that hinder sustainable development and institutional transformation in South Sudan and the wider region.

To generate high-quality research, design and support institutional policy development, and provide strategic advisory and capacity-building services that enable governments, development partners, and private institutions to make informed, evidence-based decisions that foster sustainable progress and good governance.
We support institutions to design, implement, and monitor reforms that respond to real political, social, and economic constraints. Our team blends rigorous analysis with grounded field experience, ensuring recommendations are not only technically sound but also politically and institutionally feasible.
From macro-fiscal diagnostics and sector strategies to governance reviews and impact evaluations, PSRO helps clients clarify problems, prioritize options, and build the coalitions needed to sustain change over time.
Our work is rooted in partnership: we collaborate closely with government counterparts, civil society, and development partners to co-create solutions that strengthen state capability, accountability, and service delivery—particularly in fragile and conflict-affected settings.
We work with governments and public institutions—ministries, agencies, local governments, and oversight bodies seeking support with strategy, reform implementation, and performance management. We also collaborate with development partners, including donors, NGOs, and multilaterals designing programs, portfolio strategies, and learning agendas that are locally grounded and results-oriented. In addition, we engage the private sector—firms and foundations investing in markets, services, and innovations that align commercial objectives with inclusive, sustainable development outcomes.
